Professional biography

Bob Moon joined The Open University in 1988 as Professor of Education (Teaching Studies).  He retired from his full-time post in 2010 and was awarded the position of Emeritus Professor of Education.  He continues to be active in national and international organisations focused on teacher education, with particular reference to developing countries.  In the period 2010–16 he has been a specialist education adviser to the UN agency (UNRWA) responsible for the schools in the Palestinian Refugee camps spread across Jordan, Lebanon, Syria, the West Bank and Gaza.

Bob Moon began his career as a teacher and then Head of Department at a large Inner London Education Authority comprehensive school, Tulse Hill School.  He then moved to the first new comprehensive school in Milton Keynes, Stantonbury Campus.  He was a Deputy Head teacher and then Head teacher of one of the then separate schools on the campus, Bridgewater Hall School.  During his career at Stantonbury he had close links with The Open University.  He helped author a case study of Stantonbury for one of the first curriculum courses (E203).  In 1982 he moved to Oxford where he became Head teacher of The Peers School, an educational priority area school serving the industrial estates to the south of the city.  The school gained a national reputation for innovation in curriculum design and in the 1980s won two national Schools Curriculum Awards.

On taking up his Open University posts Bob was initially involved in undergraduate and masters level curriculum courses.  In 1982, however, he secured funding from the Department of Education to launch a part-time PGCE for mature entrants to primary and secondary teachers focusing, for the latter, on shortage subjects.  This programme ran for twenty-five years.  It gained, for The Open University, the Queen's Anniversary Award for Higher Education in 1996.  Bob subsequently was involved in a range of projects that focused on the use of new communication technologies for teacher education and development.  He also advised a number of national governments (including Albania, Egypt, Nigeria, South Africa, Tanzania) and international organisations (COL, DFID, EU, OECD, UNICEF, UNESCO, UNRWA, The World Bank) on all aspects of teacher development.

In 2002 he began working on the establishment of a teacher development programme for Sub-Saharan Africa.  He raised the funding for the creation of The Teacher Education in Sub-Saharan Africa (TESSA) programme (www.tessafrica.net) run by The Open University and embracing ten countries across the continent.  The success of TESSA was marked by the award for The Open University of a second Queen's Anniversary Award for Higher Education in 2009.  TESSA still runs today and provided the model for other initiatives such as the TESS-India programme (www.tess-india.edu.in).

Bob has researched and published across the fields of curriculum and teacher education.  He was one of the founders of The Curriculum Foundation, now run through BERA.  He edited The Curriculum Journal for nearly ten years.  In 2009 on the nomination of the British Educational Research Association he was made a Fellow of the Academy of Social Sciences for his contribution to research in Education.  In 2015 he was appointed the educational specialist on DFID's Research Advisory Group.  He is also a member of the Delivery Board for the world's largest education and development programme, The Research on Improving Systems of Education, led by the universities of Harvard and Oxford.  He is currently writing a book on 'Teachers and Development' scheduled for publication in 2018.
