Self-directed support

Increasing numbers of developed welfare states now operate cash-for-care schemes in which service users are offered cash payments in place of traditional social services. Such schemes raise concerns about the extent to which they include and support carers. This paper aims to explore some of these issues through an analysis of a cash-for-care initiative piloted in England in 2005–07: the Individual Budgets (IBs) pilot projects.

Key messages:

• Many older people see personal budgets as offering them more independence, as well as choice and control. The biggest concerns are managing the money and understanding what it can be spent on.

• Personal budgets can be held in several ways. Personal budget holders need clear information about what is involved – including risk and safety and help with assessment and planning. Knowledgeable staff are particularly important.
