This examination of the extent to which carers services in Wales are accessible to Black and Minority Ethnic (BME) carers is located within the overall 'Caring about Carers - a Strategy for Carers In Wales (Implementation Plan)', a project initiated by the Welsh Assembly Government.

A measure which outlines the ability of the National Assembly for Wales to leglislate to introduce a new requirement on the NHS and local authorities in Wales to prepare, publish and implement a strategy to provided information and advice for carers.

Work has been underway for some while to regulate domiciliary care services, where personal care is provided, in Wales following powers provided under section 22 of the Care Standards Act 2000. The Minister for Health and Social Services established a Task and Finish Working Group in August 2002 to provide expert advice on the realities of applying Regulations and National Minimum Standards to domiciliary care agencies in Wales.
