Poverty among workers is a perennial problem. Recently there has been much interest in the idea of living wages. As mechanisms to increase wages above the ‘poverty line’, living wages present an alternative to New Labour’s ‘making work pay’ strategy; a combination of minimum wage regulation and means-tested, in-work relief.

Information on what the changes introduced by the Care Act will mean for carers and the cared for. The resource provides an explanation of care and support in England and outlines key elements of the act, including: deferred payment agreements; needs and eligibility; support for carers; and cap on care costs.

The government once called carers unsung heroes and promised to legislate to improve their lives. Reports on how many of the measures it has taken have been welcomed but extra cash to ease the acute financial difficulties many endure is still in short supply.

This e-learning training module aims to support re-orientation and re-skilling of staff directly involved in decision-making using Fair access to care services (FACS) and eligibility criteria, their supervisors and line managers, and those monitoring and reporting on the operations of the system.

The author looks at three areas of the Care and Support Bill: the rights of carers, rights to funded advocacy and eligibility. Under the Bill carers will have rights to funding for services for the first time and there will be funding for independent advocates for those who will struggle to navigate the social care system alone. However, as the author explains, eligibility criteria may mean that people with moderate needs will fall outside the system.
